The Personal Attendant Services program (PAS) allows adults and children with disabilities to maintain independent lifestyles, live in the community, and make choices concerning their personal care needs. As a household employer, the individual (adult or child) makes decisions about their care and their care needs. Easterseals supports the individuals in these programs by providing the full array of technical support, including wage and tax processing and filing, necessary for persons choosing to direct their own care to have success in the employer role and to maximize their independence.
Adults with disabilities taking part in the Personal Attendant Services Program recruit, choose, hire, and manage their own personal attendants according to their individual needs. Individuals qualify through the Delaware Division of Services for the Aging and Adults with Physical Disabilities (DSAAPD), or through the Division of Medicaid and Medical Assistance (DMMA).

In addition to services for adults, Easterseals provides support for parents and caregivers/legal guardians who choose to direct personal care on behalf of eligible children. Parents and caregivers/legal guardians recruit, select, hire, and manage personal care Attendants on behalf of their children. Ongoing, as well as respite care services are provided to those who qualify. Eligibility is determined through the child’s Medicaid program.
